兩岸城市競爭力 陸中西部看漲

顛覆外界想像！大陸社科院近日公布去年兩岸四地200多個城市各項競爭力指數排名，香港、台北等知名城市在「綜合經濟競爭力」名列前矛，但在「綜合增量競爭力」指標上，被大陸中西部城市遠遠拋在後面，其中，台北在這一項目的排名更是被擠到百名之外，令人驚訝。市場人士指出，中西部地區比沿海地區有更低生產成本等優勢，後勢看漲，企業可注意相關政策利多，找尋發展機會。

大陸社科院財經戰略研究所等單位近期公布《中國城市競爭力報告2016》（以下簡稱《報告》），在「綜合經濟競爭力」排名上，2015年與2014年排序差異不大，僅有廣州超越台北排名第4，前3名依序是深圳、香港、上海，中西部無一城市擠入十強榜中。

深圳香港排前段班

不過，從「綜合增量競爭力」來看，重慶、武漢、成都等3個城市擠入前10名，顯示它們有經濟成長的「後發優勢」，而在「綜合經濟競爭力」排名前段班的深圳與香港，在增量競爭力排名排名上則無法盡如人意，分別拿下第6名、第36名，台北則直接跌到153名。

若以城市宜居競爭力與宜商競爭力彼此關係來看，就有其正相關性，因為在推動宜居城市和宜商城市建設，必須同步作業，才能發揮中心城市的集聚和輻射帶動作用。

西部GDP成長率亮眼

專業人士指出，各項排名指標的計算基準不一，才會出現「綜合經濟競爭力」與「綜合增量競爭力」排名落差情況，而此份競爭力報告能了解到大陸城市在短期與長期間，不同的競爭優勢，但要特別注意，大陸城市發展呈現分化、差距呈現固化等現象。

此外，從今年大陸各省第1季國內生長毛額（GDP）成長率來看，西部地區因積極發展新興產業、擴大投資等條件，GDP成長率包辦全國前3名，而中西部地區的工資、租金較一線城市低，或對有意前往大陸工作的台灣青年、新廠商等是發展契機，要持續關注西部大開發中的「五橫兩縱一環」開發戰略版圖，從中找尋商機。
